- Slice the beef sirloin or flank steak thinly against the grain into strips.

Cooking
- Dip each beef strip into the batter and fry in batches for 3-4 minutes until golden brown.
- In a wok, heat sesame oil and sauté garlic, ginger, onion, and bell pepper for 2 minutes.
- Stir in soy sauce, rice vinegar, hoisin sauce, chili sauce, and sugar, and simmer for 2 minutes.
- Add crispy beef back to the wok and toss to coat in sauce, cooking for an additional 2-3 minutes.
