- Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
- Spread the frozen hash browns on the prepared baking sheet. Drizzle with olive oil, and season with salt and black pepper. Bake for about 20 minutes, flipping halfway through.
- In a skillet over medium heat, add olive oil and cook chopped bacon until crispy, about 6 to 8 minutes. Remove, crumble, and set aside.
- In the same skillet, melt butter over medium heat and cook eggs to your preference for about 4 to 5 minutes. Season with salt and pepper.
- In a double boiler, whisk egg yolks, Dijon mustard, and white wine vinegar for about 2 minutes. Slowly drizzle in melted butter while whisking continuously until creamy. Stir in lemon juice, cayenne, and garlic powder.
- Layer crispy hash browns in a large serving dish, followed by cooked eggs, cheddar, and mozzarella cheeses. Drizzle warm gravy over the layers and top with hollandaise sauce.
- Sprinkle crumbled bacon on top and serve immediately while warm and melty.
