- Preheat the oven to 350°F (175°C).
- Sauté diced red onion and red bell pepper in olive oil for about 5 minutes. Add minced garlic and sauté for an additional minute. Set aside to cool.
- In a large bowl, combine the cooled vegetables, ground beef, breadcrumbs, Parmesan, eggs, salt, pepper, and parsley. Mix until well incorporated.
- Transfer the meat mixture onto parchment paper and shape into a rectangle approximately 8" x 15".
- Sprinkle deli ham, fresh basil, and shredded mozzarella over the meat rectangle, leaving a 1-inch border.
- Roll the meatloaf tightly into a log shape using parchment paper for assistance. Seal the ends.
- Carefully transfer the rolled meatloaf onto a baking sheet lined with parchment paper, seam side down.
- Bake for about 1 hour or until the internal temperature reaches 160°F (70°C).
- Remove from the oven, tent with foil, and let rest for 10 minutes before slicing.
- Serve slices over pasta or zucchini noodles with warm marinara sauce.
